Instructions
- Make the cupcakes: Preheat oven to 350°F (175°C). Line a muffin tin with 12 cupcake liners.
- In a bowl, sift together flour, cocoa powder, sugar, baking soda, and salt.
- Add egg, milk, oil, and vanilla. Beat until smooth. Stir in hot water (batter will be thin).
